Key Findings
Over the 10-year period from 2012-13 through 2022-23, administrative staffing at California
Community Colleges grew significantly faster than both faculty hiring and student enrollment.
Administrative FTE increased while faculty FTE remained relatively flat, even as student
enrollment declined following the COVID-19 pandemic.
Budget allocations under the Student-Centered Funding Formula (SCFF) — comprising base,
supplemental, and student success allocations — total approximately $10 billion annually
across all 73 districts for 2024-25.
